Clarice Starling is a bright young FBI intern in Quantico , Virginia . She hasn't finished her studies yet. His skills are spotted by Jack Crawford, head of the behavioral science department. The department is on the go as part of the investigation into "Buffalo Bill", a serial killer who cuts part of the skin of his victims.

Jack Crawford sends Clarice to Doctor Hannibal Lecter alias “Hannibal the Cannibal”. This eminent psychiatrist has been imprisoned for eight years in a very high security cell at the Baltimore psychiatric hospital run by Dr. Chilton. Jack Crawford hopes that Clarice will be able to extract crucial information about Buffalo Bill from him.

Hannibal first directs her to a warehouse where she discovers a man's head in a jar, Buffalo Bill's first victim. Hannibal, very quickly, understood the identity of Buffalo Bill; it was presented to him by one of his patients, since dead, precisely the one who was discovered in the shed. He haggles clues to Clarice on the condition that she agrees to take part in analysis sessions. Although she has been warned not to reveal anything personal to Hannibal, Clarice agrees to these delicate sessions in exchange for the set of leads communicated by Lecter.

Meanwhile, Buffalo Bill kidnapped influential Senator Martin's daughter. In the rush, so that Hannibal finally reveals the identity of the killer to him, Clarice makes him a false offer on behalf of the senator: a cell with a view instead of his dungeon in Baltimore with the right to walk around and swim under close surveillance, one week a year, on a beach. But Doctor Chilton, who jealously eavesdrops on Clarice and Lecter's conversations, shares it directly with the senator who makes a counter-proposal to Hannibal. He is then transferred shackled and muzzled to Memphis where he gives false information to the grieving mother. Clarice manages to approach him in the place where he is staying and he provides him with valuable clues. resulting from "his analysis" which seems to value him in his eyes as a psychiatrist. Then Lecter manages to escape from his new prison after slaughtering his two guards.

Doctor Lecter's clues allow Clarice to find Buffalo Bill in his hiding place. He used the skin of his victims to try to make clothes for himself. She ends up shooting him down, saving Catherine Martin while Jack Crawford and his team follow a bad lead.

During this time, Doctor Lecter has gone to the Bahamas where he has followed Doctor Chilton, whom he plans to make his next dinner to take revenge for the treatment he suffered from him during his detention.
